Cook Base
- Brown ground beef in large skillet over medium-high heat
- Add onions and peppers, cook until softened
- Add garlic and cook 1 minute until fragrant
- Stir in uncooked rice and toast slightly
Simmer
- Add tomato sauce, diced tomatoes, broth, and seasonings
- Bring to boil, then reduce heat to low
- Cover and simmer for 18-20 minutes until rice is tender
Finish
- Remove from heat, let stand 5 minutes
- Fluff with fork, adjust seasoning
- Top with cheese, cover to melt
- Garnish with parsley before serving
